The bureaucracy’s commitment to the public good and predictable decision making processes is an important prerequisite of economic growth. There are, however, only few studies that ask how such an efficient bureaucracy was established. The main objective of this book is to close this gap by exploring the transformation of a rent-seeking bureaucracy into a modern Weberian administration in the Grand-Duchy of Baden during the first half of the 19th century. In doing so, the study asks how rules and regulations that governed employment dismissal, promotion and remuneration of bureaucrats shaped the latter’s incentives to commit to the public good and predictable decision making processes. The book provides a detailed case study of local bureaucrats, called district magistrates (Amtmänner) in the German state of Baden during the late 18th and the first half of the 19th century. District magistrates were a focal group since they managed daily administrative tasks and provided justice at the local level. Binding district magistrates’ decision making processes to clear-cut rules and making them more predictable was therefore a crucial complement to the technological and cultural changes that brought about the industrial revolution.

Baron Baden-Powell is nowadays remembered best for his work as the founder of the Scouting Movement which has gone on to become a world-wide success; however his initial reputation rested on his military career centred on the Boer War. Colonel Baden-Powell, as he then was, commanded at Mafeking and was charged with its defence no matter the odds. At his command he had few resources, even fewer men and slim prospects of holding out against overwhelming odds. What this book tells, with great gusto, is the miracle that Baden-Powell contrived to bring about by successfully defending Mafeking for seven months. His tactics were often unconventional but very effective in keeping up both the spirits of the townspeople and the Boers at bay. He set an example of sang-froid that was instrumental in ensuring the troops under his command did not give in to the fears of the odds facing them. The following anecdote is characteristic of him: “Soon after the redoubtable Cronje [The Boer General] took command of the Boer forces, he forwarded a demand for surrender, to avoid further bloodshed, to which the reply [Baden-Powell’s] was, "When will the bloodshed begin?"” Highly recommended. In 1903, just after the end of the 2nd Boer War, B.F.S. Baden-Powell wrote this book to compile his thoughts on the changing tactics of modern warfare, particularly for infantry and cavalry units. Well illustrated with photos, drawings and his numerous personal experiences in the British army he outlines how the conduct of ground warfare was changing rapidly. So much so, his insights and observations would provide a rather accurate picture of what was to come in World War 1. His predictions on the soon obsolescense of mounted cavalry troops, to the growing firepower of machine guns utilized from field fortifications is quite profound. The focus on old-fashioned common sense soldiering, smart utilization of terrain, and even clever trench construction is still valid today. Each chapter includes many personal anecdotes to illustrate his lessons, and cover topics such as Attack, Defense, Selection of Ground & Positions, Fortifications, and Outposts. Many of his maxims are certainly still applicable for soldiers in current conflicts like Afghanistan, or Syria. A great companion read to this title is his brother's (Robert Baden-Powell) book on his own lessons from the Boer War, Quick Training for War. The Author: Major Baden F.S. Baden-Powell, born 1860, joined the British Army’s Scots Guards at age 21. He went on to serve with Gordon’s Nile Expedition to Egypt & Sudan. Later he served with the 1st battalion of his regiment in South Africa during the Second Boer War, and was present at the battles of Belmont (23 November 1899), Modder River (28 November 1899), and Magersfontein (11 Dec 1899). He was in the Relief Column that in May 1900 relieved the siege of Mafeking, where his elder brother (Robert) was in command. He was also a military aviation pioneer, and made the first British military balloon flight in 1894. Also serving as the President of the Royal Aeronautical Society from 1900 to 1907.
